SACRAMENTO, Calif., USA, May 8, 2013 – Electro Scan Inc., a global innovator of sewer leak detection instrumentation and cloud computing applications, today announced that the Tri-Cities North Regional Wastewater Authority (TCA), Dayton, Ohio, has contracted to purchase Electro Scan’s ES-620 for Sewer MainsTM to evaluate 6 inch to 20 inch diameter pipes. Electro Scan’s cutting-edge solution gives TCA expanded power to more effectively and efficiently assess its sanitary sewer system, improve its ability to target needed repairs, and certify ongoing lining projects as “leak free.”

TCA was formed in June 1996 by a joint venture agreement between the city councils of Huber Heights, Vandalia, and Tipp City, Ohio. The agreement was made possible by an Ohio statute that allows municipalities to enter into joint venture agreements to provide utility services.

Managing a combined network of 265 miles of sewers and serving a population of 61,000, TCA employs a general manager to oversee the day-to-day operations and maintenance of its wastewater treatment plant, currently under contract to Veolia Environmental Services.

“The thing that sold us was the fact we can use Electro Scan any day of the year, under any condition,” said David Heckler, TCA General Manager. “We typically have to wait until the ground is dry to conduct smoke testing and/or the sewer lines are under normal flow to conduct closed-circuit television (CCTV) inspection; but with Electro Scan we can inspect year round and utilize Electro Scan’s GPM infiltration calculation function to quickly identify and address our hot spots.”

Such advanced capabilities greatly enhance the ability of wastewater organizations, like TCA, to accurately assess their sewer and stormwater networks; locate sources of infiltration to specific internal pipe locations; certify pipe lining and new construction projects; help limit sanitary sewer overflows (SSOs); and overcome limitations of legacy inspection techniques.

The purchase is being arranged though MTech Company (Cleveland, OH), Electro Scan’s authorized dealer for Ohio and Michigan.  “We strongly believe that Electro Scan fills an immediate need for wastewater utilities to accurately assess their defects and certify that repairs and lining projects have been done correctly,” stated Dan Soukup, Vice President, MTech. “Combining Electro Scan and CCTV offers a 365-day a year solution for dry-weather and wet-weather evaluation of any sewer or drainage network.”

Electro Scan fundamentally changes how a wastewater network is evaluated and prioritized for repair and rehabilitation.  By using its U.S. and International patent-pending technology, Electro Scan’s probe is connected to either a standalone push rod or added to an existing CCTV truck.  By surrounding its probe with water to serve as a conductor, Electro Scan automatically analyzes pipe integrity by measuring the variation of electricity passing through cracks in the wall of a pipe, bad joints, or defective service connections – oftentimes undetected by visual observation.

Developed in accordance with ASTM Standard 2550-06, Electro Scan accurately identifies, locates, and measures an estimated peak rate of infiltration from defects in sewer and stormwater pipes.  In addition to assessing existing non-conductive pipe materials (e.g. asbestos cement, brick, clay, plastic, resin, reinforced concrete, etc.), Electro Scan is able to certify point repairs and lining projects as “leak-free.”

Scanning data is electronically captured using its in-pipe probe which is manually pulled through the pipe. Once scanned, data is either automatically sent via Bluetooth to the Electro Scan Smartphone app or stored directly by the Electro Scan In-Vehicle desktop application, where it may be transmitted to the Company’s trademarked cloud application, www.CriticalSewers.com.

Sewer utilities have traditionally used a variety of techniques to locate potential sources of infiltration, including Closed-Circuit Television (CCTV), Smoke Testing, Dye Flood Testing, Sonar, Laser Profiling, and Ground Penetrating Radar; however, given the drawbacks of visual observation and interpretation, legacy inspection methods often have provided incomplete, inconsistent or inaccurate data.

In contrast, Electro Scan represents a quantum leap for sewer utilities, consulting engineers and contractors to locate potential sources of infiltration.  Using its patent-pending technology that measures the variation of electrical current inside pipes to identify defects in accordance with ASTM Standard 2550-06, Electro Scan automatically locates and measures potential leaks.

It is estimated that the United States operates and maintains over one (1) million miles of sewer interceptors, mains and private laterals with many communities operating under US EPA Administrative and Consent Orders.

Since 1971 it is estimated that about 40,000 miles (210 million feet) of cured-in-place pipe (CIPP) liners have been installed, worldwide. By far the leading method for rehabilitating gravity sewers, CIPP has been installed without the ability to adequately assess its installation or assure its leak free acceptance by sewer utilities.  That is, until the introduction of Electro Scan.

Electro Scan’s ES-620 for Sewer MainsTM (i.e. ES-300 in international markets) is sold as an upgrade to new or existing CCTV trucks.  Utilizing existing CCTV electronics and a proprietary Electro Scan upgrade kit, customers are able to easily swap from CCTV to Electro Scan, and back to CCTV, in less than ten (10) minutes.

Technology to Undergo Side-By-Side Testing Against CCTV & Dye Flood Testing Inspections to Locate & Quantify Sources of Unwanted Rainfall-Dependent Infiltration

SACRAMENTO, Calif., July 12, 2012 – Electro Scan Inc. today announced that the Water Environment Research Foundation (WERF) has approved an innovative project to test its patent-pending technology to locate and quantify sources of unwanted Rainfall-Dependent infiltration (RDI).

As proposed by the national engineering consulting firm of Brown & Caldwell, in association with the Milwaukee Metropolitan Sewerage District and City of Wauwatosa, Wisconsin, the project will evaluate electro scanning with previously inspected sewer laterals.

“Electro Scan has already been successfully tested against CCTV in sanitary sewer mains by the U.S. EPA,” stated Chuck Hansen, Chairman and CEO of Electro Scan, “Now it’s time to have an independent source verify electro scan in sewer laterals against legacy Dye Flood and CCTV inspections — a classic bake-off.”

Electro Scan finds leaks in non-conductive pipes (e.g. brick, cement, clay, plastic, reinforced concrete, pipe liners, etc.) by measuring the variation of electricity passing through defects in the wall of pipes.  The technology locates and quantifies all defects, including cracks, joints, service connections, and manholes. Data is automatically sent to the Company’s smartphone application, and transmitted to a hosted cloud computing application, known as CriticalSewers.com.

Representing a breakthrough over the use of legacy visual observation techniques that often provide misleading, incomplete, or inconsistent results, all Electro Scan data is independently generated, without operator intervention.

The Company’s electro scan technology is designed and manufactured in accordance with the American Society for Testing and Materials (ASTM) Standard F2550-06.

Recently, the Company delivered its first electro scan unit to Christchurch, New Zealand, where it has already found leaks in sewer drains that had previously gone undetected using industry-standard camera equipment.

SACRAMENTO, Calif., June 4, 2012 – Electro Scan Inc. today announced that industry veteran Mark Grabowski has joined the Company as its Vice President of Municipal Markets. Formerly with Aries Industries, a leading manufacturer of CCTV equipment and truck assemblies, Mark will direct the development and rollout of the Company’s ES-620 for Sewer MainsTM designed for 6-20” (76-200mm) pipe diameters and ES-2060 for Sewer MainsTM designed for 20-60” (150-450mm) pipe diameters. Both products represent an add-on technology to new and existing CCTV trucks.

Mark Grabowski will be on hand at the Water Environment Federation (WEF) Collection Systems Conference that begins today in St. Louis, MO to discuss the company’s new products.

On this website we often mention the work we do in the community helping entrepreneurs and startups in ways other than purely putting up hard dollars – e.g., our Angels on Campus and Angel In Action programs, and being advisors in the VentureStart program. Most of that “community” work is done in the background and seldom are the results obvious or transparent – usually we’re just one of many helping hands contributing to any one success.

However, Bob Shallit of the Sacramento Bee wrote about Electro Scan this week and that struck a cord with us about the background story which he did not cover. In April 2011, a local Rescue, CA entrepreneur, Rob Harris, with a company and technology for finding leaks in sewer lines applied to the VentureStart program since (and we quote) they were “not familiar with the processes of seeking capital for establishing a business. We are seeking advice on the most appropriate methods to obtain capital, the best structure to setup to attract such capital and the type of deal that we can expect”.

They were reviewed and screened under the auspices of VentureStart by a set of advisors, including several from the SacAngels. Roger Akers, one of the founders of the SacAngels and General Partner of local VC company, Akers Capital, stepped up and took the company on as a mentoring assignment.

The end result of that assignment was not a SacAngel group investment, rather it was the networking that went on in the local Angel community and the subsequent investment by Chuck Hansen in Electro Scan (Chuck, incidentally is a member of the SacAngels). Rob Harris is now the CTO of the company and excited at the possibilities for strong growth.

It is nice to know that all the work that our members do has impact and, in this case, a direct outcome. And it let us all know that that our volunteer work does pay dividends for our startup community.

Local business exec Chuck Hansen, who sold his last company for a reported $100 million, is looking to make millions more with a new technology for detecting leaks in sewer pipes.

Hansen, who retired after selling Hansen Information Technologies in 2007, learned last year of a system that sends electronic current through pipes to spot leaks instead of the decades-old practice of running tiny closed-circuit TV cameras through the lines.

“It was love at first sight,” Hansen says of a system he says is much more reliable than the camera method.

He quickly acquired a majority stake in the technology and started up Electro Scan Inc.out of his Arden area offices that serve also as the “Track Shack” recording studio.

He has 16 employees now, is looking to double that number by the end of this year and reports international interest.

He’s projecting sales of $1 million the first year, much more later on.

“I think we might have something bigger than my last company,” he says.

Electro Scan has two products, both manufactured locally. One, priced at $15,000, is sold to plumbers and detects leaks in the “lateral” lines that run from a house to a sewer main.

A larger system, going for $75,000, is offered to municipal utilities for finding leaks in main lines.

As he’s always done, Hansen is finding a way to mix business with pleasure – specifically, with his love of playing saxophone. He traveled recently to Europe to drum up business for Electro Scan – and ended up performing with Tower of Power, the legendary R&B band, during a gig at La Cigale in Paris.

Currently, the State of California requires all residential properties and commercial businesses be properly connected to a sewer main, prior to the close of escrow.  Some utilities test a seller’s sewer lateral by using air or water pressure tests to determine whether a property owner’s sewer lateral has leaks. In the case of a ‘failed’ test result, utilities have been unable to tell property owners and realtors the exact location and severity of leaks.

New Law Gives California Sewer Utilities More Financial Control Over Repair and Replacement of Sewer Laterals

SACRAMENTO, CA – Signed into law on July 26, 2011 by Governor Jerry Brown, authored by Assembly member Jared Huffman (D-San Rafael), AB-741 goes into effect today to prevent sewage spills and protect surface and groundwater from contamination.

AB 741 provides new flexibility to wastewater agencies and options for willing property owners to finance sewer improvements, which if left unrepaired, would lead to groundwater contamination and result in abatement orders for the agencies to clean up. The legislation authorizes public agencies to offer voluntary liens to property owners to finance septic and sewer improvements.

The conversions of septic systems to community sewer systems and the replacement or repair of damaged sewer laterals are needed to protect water quality and public health and safety. But the financial responsibility is on the property owner, and the costs can be exorbitant, discouraging property owners from making the investment.

However, the cost of not making these repairs is even greater for taxpayers. When aged and leaking sewage lines and septic tanks do not get fixed, the pressure mounts on our municipal sewage systems, increasing the risk of sewage overflows and groundwater contamination.

“This law provides an option to help property owners make needed onsite septic and sewer improvements, which will alleviate the need to spend public dollars cleaning up sewage overflows and contaminated groundwater,” said Assembly member Huffman. “It will also provide public benefits to water quality management, increase property values for private property owners, and create jobs.”

AB 741 was co-sponsored by Irvine Ranch Water District (IRWD) and North Bay Watershed Association.

“The Irvine Ranch Water District applauds Assembly member Huffman’s leadership on this issue,” said Steve LaMar, IRWD Board President. “As a co-sponsor of AB 741, we continually strive to find ways to further protect public health, water quality and the environment. AB 741 does just this and will be a valuable tool as communities within our service area and throughout the state consider converting from septic tanks to community sewer systems.”

The bill goes into effect Jan. 1, 2012.
